电网大修项目造价影响因素识别及评审技术

摘 要：售电侧与输配电价的放开使得市场竞争格局迅速形成，打破了电网企业依靠买电、卖电获取购销差
价，单纯追求售电量增长的粗放式盈利模式。电网企业为实现持续发展，“降本、提质、增效”已迫在眉睫。随
着电网大修项目投入精准管理要求的提升，造价审定多维度的控制和提升越显迫切，对项目造价历史数据发
展规律的有效挖掘仍需加强，对影响因素的有效嵌入仍需完善，从而进一步深入研究大修项目的造价管理，实
现造价评审的系统化集成和精准化管控。

Abstract：The market regulatin of the selling-side and the transmission and distribution electricity price has rap⁃
idly formed a competitive pattern in the market, breaking the extensive profit model in which power grid enter⁃
prises rely on buying and selling electricity to obtain the purchase and sales price difference and simply pursue the
increase of electricity sale. It is imminent for power grid enterprises to achieve sustainable development by "reduc⁃
ing cost and improving quality and efficiency". As the precision management requirements of power grid overhaul
investment increase, the multidimensional control and improvement of cost review become more urgent. The ef⁃
fective mining of of historical data of project cost still needs to be strengthened, and the effective embedding of in⁃
fluencing factors still needs to be improved. Thus, it is of great significance to further study the cost management
of overhaul projects and realize the systematic integration and accurate control of cost review.
