                      新型电力系统下配电网规划问题探究与展望

                    摘   要:新型电力系统建设是响应国家“双碳”目标的重要举措,是能源转型背景下的必然趋势。作为电网与
                    用户的桥梁,配电网在新型电力系统中扮演着重要的角色。随着当前新型电力系统建设的进一步推进与实
                    施,新型配电网系统不仅需要满足日益增长的电力需求,还要同时兼顾电力质量和供电可靠性,需要具备灵活
                    的调度和控制能力,以应对能源波动和电力负荷的变化,因此对配电网系统的科学规划提出了更高要求。立
                    足于新型电力系统稳定性不足、规划复杂、投资效率亟需优化等现实问题与发展要求,依托新型电力系统发展
                    现状,系统挖掘了新型电力系统建设发展下配电网的演变过程与方向,提出了当前配电网规划客观存在的问
                    题,明确了配电网规划目标,并结合当前发展形势与发展需求,从不同维度提出了配电网规划展望。研究能够
                    为提升配电网规划科学性提供支撑与抓手,为保证配电网安全稳定运行、加快以新能源为主体的新型电力系
                    统建设提供参考与借鉴。

                    Research and Prospect of Distribution Network Planning in the New Power System

                    Abstract:The establishment of a new power system is a crucial measure to achieve the national "double carbon"
                    goal and is an inevitable trend in the context of energy transition. As an intermediary between the grid and users,
                    the distribution network plays a pivotal role in the new power system. With the further promotion and implemen⁃

                    tation  of  current  new  power  system  construction,the  new  distribution  network  system  not  only  needs  to  meet
                    increasing  power  demand  but  also  must  consider  power  quality  and  supply  reliability.  It  also  requires  flexible

                    scheduling and control capabilities to handle energy fluctuations and changes in power load,thus imposing higher
                    demands  on  scientific  planning  for  the  distribution  network  system.  Based  on  practical  issues  and  development
                    requirements of the new power system such as insufficient stability,complex planning,and urgent need for opti⁃



                    mization of investment  efficiency ,this  paper  systematically  explores  the  evolution  process  and  direction  of  dis⁃
                    tribution networks under the condition of construction and development of new power system. It identifies objective
                    problems with current distribution  network  planning  while  clarifying  its  planning  objectives.  In  consideration  of
                    current  development  situations  and  needs,this  paper  presents  prospects  for  distribution  network  planning  from

                    different  dimensions.  The  research  content  can  provide  support  for  improving  scientific  planning  for  distribution
                    networks  as  well  as  serve as a reference for ensuring safe operation while accelerating construction within a new
                    energy-based main body.
